Salary: Competitive salary plus additional 14% shift enhancement & 0.5 weekend enhancement.

Hours: Varied shifts (9.25hrs), including mornings (7:00 AM, 8:00 AM or 9:30 AM start) and two late shifts every three weeks (12:00 PM start)

About the role:

We are seeking a motivated individual to join a team of CEO’s enforcing parking regulations both on and off street. This role plays a vital part in ensuring parking compliance, maintaining traffic flow, and contributing to the safety and accessibility of Norwich’s streets and council owned car parks.

Job Description

To enforce the current parking regulations, both on street and in off street car parks within Norwich, in accordance with the Traffic Management Act 2004 and traffic regulation orders. Enforcing, recording and reporting environmental issues in accordance with The Clean Neighbourhood Act within the City of Norwich and presenting a positive personal image to the customer.


Provide a customer focused service for internal and external customers which is focused on excellent delivery, service improvement and maximising efficiency.


To contribute to the delivery of an effective and focused environmental service for the council ensuring that Norwich is a safe and attractive place for our residents, visitors and users of all services.

Responsibilities

Key corporate accountabilities


• Work collaboratively and support other colleagues (as required) to deliver Team Plans and Corporate Plan
• Take a collaborative approach to delivering advice/support across the council supporting colleagues to deliver positive outcomes beyond traditional service boundaries where required and directed by encouraging the sharing knowledge, experience and resources across teams in the council
• Contribute and support the development and delivery of the Council’s strategies and policies as required
• To work on cross cutting corporate issues/projects as required
• To work collaboratively with colleagues across the council to promote a culture of continuous improvement and good governance
• To promote an open and supportive culture which maximizes the potential of employees across the council and encourages inclusivity, innovation and high performance
Key service related accountabilities
• Patrol and enforce the parking regulations in a given area, ensuring that Penalty Charge Notices are issued and recorded correctly (manually or electronically via handheld unit) in accordance with appropriate legislation, and maintains pocket book in accordance with agreed procedures
• Work under the direction and day-to-day supervision of the Team Leader, adhering to agreed methods and practices, referring problems outside the scope of their responsibility to the Team Leader for advice
• Maintain observation of parking areas, including environmental issues
• Monitor, report and record hazards and condition of parking areas
• Identify and respond to breaches of the parking regulations
• Ensure materials and equipment required to undertake duties are adequately supplied and maintained in good working order, failures are reported, recorded and monitored
• Ensure that all equipment, e.g. mobile phone, radio, hand-held computer, pocket book and personal alarm are carried at all times whilst on duty
• Promote Norwich City Council and the Parking Service by developing and maintaining positive working relationships and a high level of customer care
• Undertake surveys and monitoring as required
• Carry out all duties in accordance with the procedure manual
• Contribute to the development and training of teams, individuals and self
• Responsible for the Health and Safety of self and others in activities at work and in work areas
• Promote and adheres to all Council corporate strategies and policies
• Proactively contribute to change management by taking a systems thinking approach in order to identify areas for improvement
• Deliver services in accordance with key performance indicators, service standards and quality systems
• Lead on work priorities/objectives set by the Civil Enforcement Team Leader
• Look for opportunities to bring in income streams into the council and horizon scanning for digital/business opportunities, innovation and efficiency savings across the council
• Comply with relevant statutory legislation in relation to roles/duties
General requirements

Educational Requirements

To have obtained the NVQ Level 2 in Parking Control or a willingness to undertake and study towards a Parking Control related qualification (on completion of the 6 months probationary period) to be completed within 18 months or can demonstrate proven experience to a similar level


To have or be willing to undertake and pass Clean Neighbourhood Act training


Good level of numeracy and literacy
